Freezing shins

1994 had Cervical Laminectomy. Also have a predisposition to blood clotting (hereditary)...although not clotted to-date. Had difficulty bending feet to walk especially in morning or after periods of rest through day. Feet felt cold, lower leg felt knumb has advanced to front shins now freezing. Is this more likely to be a blood clot issue or a spinal disorder (currently under investigation to rule out MS).
